  5. Healthcare — EHIC covers emergencies; after residency you may enroll in SSN.

Non-EU

Steps

  1. Universitaly — Mandatory pre-enrollment flow; consulate receives the dossier.
  2. Funds — About €538.69/month (circa €7,003/year tied to the social allowance benchmark—verify updates).
  3. Consulate / VFS — Type D study visa appointment; fee about €50.
  4. Entry — With D visa.
  5. Residence permit (8-day rule) — Within 8 days, collect and submit the permit kit at the post office (Poste Italiane); then attend the Questura fingerprint appointment; plastic card issued later.

Consulate checklist

  • Passport, Universitaly summary, bank proof (Italy generally disallows cash/crypto/non-family guarantees), accommodation (hotel/dorm/lease), arrival health policy (~€30k coverage), flight booking.

Core documents and digital ID

Tax code (codice fiscale)

Required for bank account, lease, NHS enrolment and university. Non-residents can also apply online in many cases. Valid ID is enough for the request.

SPID

Italian public digital identity; needed for INPS, pre-filled tax return, many university portals and health services.

Electronic ID card (CIE) and passport

CIE is issued by your municipality (fee about €22.21, 10-year validity for adults). Passport via police portal; total fees around €116 including stamp duty.

ISEE and benefits

The ISEE measures household income/assets for reduced university fees, cafeterias, bonuses and more. File the DSU via INPS with SPID/CIE.

Income tax return (730 / Redditi)

Employees use the pre-filled 730 (available from April; deadline typically end of September — confirm each year). Self-employed use Modello Redditi. Common deductions: medical expenses, university fees, student rent (up to €2,633/year under rules), first-home mortgage interest.

VAT number (Partita IVA)

Flat-rate regime for small businesses: 15% tax (possible 5% in early years), revenue cap €85,000, simplified accounting. Enrol in INPS Gestione Separata and file start-up communication with the tax agency.

Residency and AIRE

Register residency at the municipal registry with ID, tax code and lease. AIRE is mandatory for Italian citizens who move abroad for more than 12 months (consular and tax implications).
