Operational framework

In Portugal, citizenship, course form, duration, address and work determine different procedures. For an Italian the path starts from the Certificado de Registo de Cidadão da União (CRUE); for a non-EU citizen from residence visa and residence permit for study at AIMA. The following guides separate the two cases and indicate where the rule varies.

EU citizens

Rule:For over three months the Italian student requests the CRUE from the competent Câmara Municipal after the first three months and normally within thirty days.

What to do:Bring identity, registration, means and coverage according to the municipality.

Address

Rule:The CRUE and many practices depend on the actual address; contract, owner’s declaration or tax proof must be consistent.

What to do:Don’t use fictitious hospitality.

NIF

Rule:The Número de Identificação Fiscal is used for rent, banking, utilities and tax, but does not grant residence.

What to do:Request it through Autoridade Tributária/ePortugal and secure it.

Operational verification:Check «NIF» before paying or signing: identity of the other party, competent territory, amount, deadline and consequence of non-compliance must be from a verifiable source.

Extra-EU

Rule:For higher studies the ordinary path combines residence visa and AIMA authorization pursuant to art. 91.

What to do:University admission does not replace the qualification.

Operational verification:For «Extra-EU» a verbal confirmation is not enough. Save the institution’s response, case number and proof of delivery; reevaluate the transition when you change address, course or job.

Article 91

Rule:AIMA requires passport, legal qualification/entry, address, means, criminal records, registration, tuition and insurance/SNS as applicable.

What to do:Use current checklist.

Foreign documents

Rule:Records and documents may require apostilles/legalization and certified translation.

What to do:Check validity and authority before departure.

Funds

Rule:The test follows indexed rules and possible exemptions for specific providers/exchanges.

What to do:Don’t use an old threshold or a temporary balance.

Operational verification:Check «Funds» before paying or signing: identity of the other party, competent territory, amount, deadline and consequence of non-compliance must be from a verifiable source.

Insurance

Rule:TEAM can support the temporary EU student; non-EU demonstrates admitted SNS policy or coverage.

What to do:Avoid uncovered intervals.

Operational verification:For «Insurance» a verbal confirmation is not enough. Save the institution’s response, case number and proof of delivery; reevaluate the transition when you change address, course or job.

AIMA appointment

Rule:Keep proof of booking, presentation and payment; monitor official channels against abusive intermediaries.

What to do:Don’t pay for slots on social media.

EU mobility

Rule:The non-EU student already authorized by another State and in a suitable program can use art. 91-A with prior communication.

What to do:Don’t confuse it with Erasmus as an EU citizen.

Operational verification:The complete version, date and issuing authority are kept in the «EU Mobility» file. If you don’t confuse it with Erasmus for EU citizens. this is not possible, ask in writing which alternative test is accepted.

Work

Rule:The higher student authorization allows subordinate or independent complementary activity according to the law.

What to do:Maintain study and contribution obligations.

Renewal and changes

Rule:Renewal, course change, suspension and early termination require AIMA and university verification.

What to do:Act before the deadline and maintain progress.

Exact AIMA route and duration

An EU/EEA student staying beyond three months requests the CRUE from the local Câmara Municipal within 30 days after the first three months. It is separate from NIF and tax residence. A pre-arrival NIF is normally registered as non-resident and must be updated when the facts change.

For Article 91, prepare passport, residence visa unless the lawful no-visa route applies, legal-entry evidence, a housing declaration supported by the right to occupy, means, criminal record from nationality/previous residence over one year, enrolment, tuition evidence where applicable, and insurance or SNS coverage. The higher-education permit is normally valid for three years, renewable for equal periods, or for the course length when shorter. Approved institutions and Camões scholarships have specific waivers; do not generalise them. Article 91(4) still requires lawful entry/stay and every other condition. The permit allows employed or independent activity only as complementary to study.

How to manage a practice without losing control

Treat each application as an evidentiary file. Create an index with requirement, document, issuing authority, date, translation and page. Before sending, compare your passport, form, CV, offer/CoE and previous entries: names, dates and activities must tell the same story. If an answer does not fit the field, attach a numbered note that specifically addresses the question. Don’t upload dozens of files without explanation or rename a document in a deceptive way.

Keep an immutable copy of the submitted package and a separate working folder. Record receipt, application number, deadlines and messages. Communications often arrive in the portal before the email; check it regularly. A request for information should not be construed as a refusal, but the response must be complete, timely and to the point. If you can’t get a document, demonstrate attempts and ask for instructions - don’t invent substitutes.

When you really need a professional

A standard, documented case can be handled by reading the official instructions. Seek regulated advice when you have refusals or cancellations, unlawful status, criminal record, relevant medical conditions, complex family members, incorrect information already submitted, material change of route or imminent deadlines. Verify license and identity in the official register, sign a written engagement with scope, fees and document management and pay on a verified professional account.

Ask the advisor to distinguish law, policy, practice and your risk assessment. No one can guarantee concession or timing. Maintain access to the portal and receive a copy of every communication. If a strategy requires omitting a fact, creating a relationship or showing money that isn’t actually available, stop: the risk of false information can outweigh the problem you wanted to hide.

Final check before each shipment

Reread the question as a decision maker who doesn’t know you. Check validity of passport, quality of scans, translations, signature, payment and deadline time zone. Check that links and contacts are official, that the card allows the operation and that the receipt is saved. After submitting, do not change your life based solely on the expectation of approval: maintain existing status, registration, insurance and conditions until a new decision produces effects.
