Operational framework

In Norway, citizenship, duration, course and work determine different procedures. For an Italian the path starts with free registration according to EU/EEA rules with the UDI and the police for stays exceeding three months; for a non-EU citizen from a UDI study permit normally obtained before entry. The sections separate the cases and indicate evidence and risks.

EU/EEA

Rule:An Italian who studies and lives for more than three months must register, demonstrating admission to an accredited institution, means and EHIC or adequate insurance.

Certificate

Extra-EU

Rule:The study permit requires full-time admission, funding, tuition when due, housing and the prospect of return.

What to do:Use your nationality’s UDI checklist and wait for the decision when prompted.

Funds

Rule:UDI annually updates the threshold and determines where the money must be deposited or documented.

What to do:Do not use historical amounts or temporarily borrowed balance; add tuition and real costs.

Identity

Rule:D-number or national identity number depend on duration and personal/fiscal registration, they do not coincide with the permit.

What to do:Follow Skatteetaten and don’t pay intermediaries to get a number.

Address

Rule:Housing, mail and records must reflect the real situation; changes may affect UDI, police, universities and Folkeregister.

Renewal

Rule:The non-EU student must document progress, funds and conditions before the deadline.

After studies

Rule:Paths for job seekers or work permits have independent requirements and the student period may not count towards permanent residence.

2026 student-permit file

For a full academic year UDI requires at least NOK 170,368 for living costs (NOK 15,488 per month); the published semester figures are NOK 77,440 for autumn and NOK 92,928 for spring. Tuition, when payable, is additional. Funds normally belong in the student’s Norwegian account or the institution’s deposit account; a documented grant or confirmed job income may count under UDI’s checklist. Keep separate evidence for tuition, housing and maintenance.

The non-EU sequence is: confirm full-time admission; generate UDI’s nationality-specific checklist; document passport, funds, tuition and accommodation; register and pay; lodge documents at the stated police/embassy/application centre; then complete the post-arrival appointment and inspect the residence card. Do not start work, including remote work from Norway, before permission allows it.

EU/EEA registration after three months is free and is not a residence permit. The certificate records registration, while the right itself depends on continuing to meet the student, worker or other EU/EEA conditions. If the basis changes, document the new basis. A D-number or national identity number is a separate tax/population-register process and does not grant immigration status.

How to manage a practice without losing control

Treat each application as an evidentiary file. Create an index with requirement, document, issuing authority, date, translation and page. Before sending, compare your passport, form, CV, offer/CoE and previous entries: names, dates and activities must tell the same story. If an answer does not fit the field, attach a numbered note that specifically addresses the question. Don’t upload dozens of files without explanation or rename a document in a deceptive way.

Keep an immutable copy of the submitted package and a separate working folder. Record receipt, application number, deadlines and messages. Communications often arrive in the portal before the email; check it regularly. A request for information should not be construed as a refusal, but the response must be complete, timely and to the point. If you can’t get a document, demonstrate attempts and ask for instructions - don’t invent substitutes.

When you really need a professional

A standard, documented case can be handled by reading the official instructions. Seek regulated advice when you have refusals or cancellations, unlawful status, criminal record, relevant medical conditions, complex family members, incorrect information already submitted, material change of route or imminent deadlines. Verify license and identity in the official register, sign a written engagement with scope, fees and document management and pay on a verified professional account.

Ask the advisor to distinguish law, policy, practice and your risk assessment. No one can guarantee concession or timing. Maintain access to the portal and receive a copy of every communication. If a strategy requires omitting a fact, creating a relationship or showing money that isn’t actually available, stop: the risk of false information can outweigh the problem you wanted to hide.

Final check before each shipment

Reread the question as a decision maker who doesn’t know you. Check validity of passport, quality of scans, translations, signature, payment and deadline time zone. Check that links and contacts are official, that the card allows the operation and that the receipt is saved. After submitting, do not change your life based solely on the expectation of approval: maintain existing status, registration, insurance and conditions until a new decision produces effects.
