Information guide for international students, not individual legal, tax or medical advice. Check requirements, amounts and procedures with the competent source before acting.
Operational framework
In Norway, citizenship, duration, course and work determine different procedures. For an Italian the path starts with free registration according to EU/EEA rules with the UDI and the police for stays exceeding three months; for a non-EU citizen from a UDI study permit normally obtained before entry. The sections separate the cases and indicate evidence and risks.
EU/EEA
Rule:An Italian can work without a work permit and work can become the basis of the right of residence.
What to do:Obtain contract and complete tax card and tax identification.
Operational verification:Link the rule to the current source, your category, and dated proof; note the deadline and competent authority.
Extra-EU
Rule:The study permit normally attributes up to twenty hours per week, including remote work, and full-time during holidays; does not allow self-employment.
What to do:Check UDI decision and record weekly hours.
Operational verification:Check identity, complete document, territory and receipt. Don’t rely on verbal confirmation.
Start
Rule:Those subject to permit cannot start, even remotely, before authorization.
What to do:Give the employer only necessary documents and keep the verification.
Operational verification:Enter the passage in the calendar with cost, deadline and alternative plan in case of delay.
Contract
Rule:The written employment contract is mandatory and must indicate pay, hours, duties and holiday pay.
What to do:Demand copy first or right at the beginning.
Operational verification:Review the point when your course, major, duration, job or insurance changes.
Pay
Rule:Norway does not have a general minimum, but some sectors have statutory minimum rates.
What to do:Check sector, collective agreement and payslip.
Operational verification:Link the rule to the current source, your category, and dated proof; note the deadline and competent authority.
Hours
Rule:Working Environment Act regulates hours, breaks, rests and the environment.
What to do:Keep independent timesheet and compare it with payslip.
Operational verification:Check identity, complete document, territory and receipt. Don’t rely on verbal confirmation.
Tax card
Rule:Without a tax deduction card a high percentage can be withheld; PAYE and ordinary scheme are not interchangeable.
What to do:Check Skatteetaten decision and correct estimated income.
Operational verification:Enter the passage in the calendar with cost, deadline and alternative plan in case of delay.
Exploitation
Rule:Withholding of documents, wage theft and permit threats require rapid intervention.
What to do:Save evidence and contact Arbeidstilsynet, union or police.
Operational verification:Review the point when your course, major, duration, job or insurance changes.
Student hours, contract and holiday pay
For a non-EU student the normal 20-hour weekly permission includes remote work performed while physically in Norway and all employers combined. It is not a monthly bank of hours that can be redistributed. Full-time work is limited to the institution’s official holidays; a lecture-free week is not automatically a holiday. Self-employment is not permitted under the ordinary study permit. Keep the academic calendar, rosters and an independent weekly total.
Every employee is entitled to a written contract, even for one day. It should cover duties, duration, trial period, daily/weekly hours, breaks, shift changes, salary, supplements, holiday pay and notice. A trial period is normally no more than six months and cannot exceed half of a temporary contract. Payslips must explain gross pay, tax, deductions, net pay and feriepenger. Employees normally receive 25 statutory working days of holiday under the Norwegian counting method, and holiday pay is at least 10.2% of the qualifying prior-year pay.
Norway has no universal minimum wage, but binding rates apply in specified sectors such as hospitality, cleaning, construction, agriculture, fish processing and parts of transport. Check the current Arbeidstilsynet table. Wage deductions need a lawful basis or valid written agreement; never return salary in cash.
Personal payroll audit
Each pay cycle compares rosters, hours started/finished, breaks, classification, base rate, increases, allowances, deductions and net received. Record mandatory training, opening/closing and work requested out of shift separately. Don’t wait months: small repeated errors become difficult to reconstruct and some actions have short deadlines.
Keep evidence in a personal account, not just in the employer’s app. Download agreement, payslip and roster; Photograph timesheets if permitted and save messages about changes. Don’t bring customer data or company secrets: document your relationship without violating other people’s privacy.
Evaluate an offer
Before accepting, ask for the company’s legal name/number, location, duties, employment status, guaranteed hours, rate, pay cycle, proof, notice and responsible person. Compare travel costs and times with study and visa. A seemingly high contractor salary may be lower after tax, insurance, leave and non-billable time.
Refuse payments to obtain shifts, mandatory purchase of sponsorship, refund of cash and withheld documents. Do not sign blank sheets or fake timesheets. If housing and work depend on the same person, prepare an alternative plan: losing both increases the power of blackmail.
Proportionate escalation
For a simple error, send calculation and request with a reasonable deadline. For lack of salary, security, discrimination or migratory threat, immediately use the competent body, union, community legal service or student support. In an emergency, protect the person before the tests. Don’t accept a settlement or resignation without understanding waivers, taxes and visa consequences.
