Operational framework
In Poland, citizenship, course form, duration, address and work determine different procedures. For an Italian, the process starts from registering the EU citizen’s stay in the Voivodeship; for a non-EU citizen from a national visa and zezwolenie na pobyt czasowy for full-time studies. The following guides separate the two cases and indicate where the rule varies.
TEAM
Rule:Temporary EU student uses EHIC for necessary care in public NFZ.
What to do:Does not cover private or repatriation.

NFZ volunteer
Rule:Those who are not insured elsewhere can evaluate voluntary insurance and contribution; students may have conditions.
What to do:Ask NFZ branch/university.
Operational verification:The complete version, date and issuing authority are kept in the «Voluntary NFZ» file. If you ask nfz branch/university. this is not possible, ask in writing which alternative test is accepted.
Work
Rule:Umowa o pracę normally generates insurance; zlecenie for student can not do it.
What to do:ZUS verification and separate coverage.
Operational verification:Check «Work» before paying or signing: identity of the other party, competent territory, amount, deadline and consequence of non-performance must be from a verifiable source.
Extra-EU
Rule:Permit requires valid insurance: NFZ or policy covering costs in Poland according to procedure.
What to do:Don’t buy blank certificate.
Operational verification:For «Extra-EU» a verbal confirmation is not enough. Save the institution’s response, case number and proof of delivery; reevaluate the transition when you change address, course or job.
POZ
Rule:Choose lekarz rodzinny/POZ with declaration when insured.
What to do:Use it for referrals.
Operational verification:Before closing the «POZ» step, connect the current source, the presented document and the receipt; Note the next deadline and who can fix a mistake.
Emergencies
Rule:112 emergency; 999 ambulance. Nocna i świąteczna opieka covers emergencies out of hours.
What to do:Do not use SOR routinely.
Operational verification:In the «Emergencies» file, keep the complete version, date and issuing authority. If not use sor for routine. this is not possible, ask in writing which alternative test is accepted.
Public/private
Rule:Private packages do not automatically replace migration or NFZ requirement.
What to do:Law caps/exclusions.

Medicines
Rule:E-recepta uses PESEL/code; Refunds depend on eligibility.
What to do:Carries active ingredient.
Operational verification:For «Drugs» a verbal confirmation is not enough. Save the institution’s response, case number and proof of delivery; reevaluate the transition when you change address, course or job.
Dentist
Rule:NFZ covers limited list; private is common.
What to do:Ask kosztorys.

Mental health
Rule:NFZ centres, universities and private individuals have different access.
What to do:Seek support soon.

Work accidents
Rule:Report to employer and document BHP/ZUS.
What to do:Make a report.

Ombudsman
Rule:Rzecznik Praw Pacjenta assists on rights.
What to do:Keep records and invoices.

Exact healthcare route for students
An EU/EFTA student temporarily in Poland uses EHIC for medically necessary care from NFZ-contracted providers under Polish rules; it excludes private care, repatriation and planned-treatment travel. If work or habitual residence changes the competent system, confirm coverage rather than relying on the card.
A non-EU student without another insurance basis can use the special voluntary NFZ student agreement. In 2026 its base remains PLN 620 and the monthly contribution is PLN 55.80, paid to ZUS after signing with NFZ. Do not confuse it with ordinary voluntary insurance, which is far more expensive. Umowa o pracę normally insures; an under-26 student’s zlecenie may not. Verify eWUŚ and bridge every gap.
Choose a POZ practice and declarations for family doctor/nurse where eligible. Use POZ for routine care, night/holiday care for urgent out-of-hours problems, SOR for emergencies, and 112/999 for immediate danger. A university private package does not automatically replace NFZ or immigration-compliant insurance.
Health record for the transfer
Prepare a summary in English with diagnoses, interventions, allergies, vaccines, medications by active ingredient/dose and doctor’s contact details. Bring prescriptions and allowable quantities in original packaging. Keep an encrypted copy and an essential version accessible in an emergency. For ongoing therapies, identify a GP and book before stocks run out.
Contact insurer in advance for pre-existing conditions, waiting periods and pre-authorisation. Ask for written responses with policy clause and claim number. A business letter from the provider does not replace wording. If a treatment is important, check the doctor, facility, medication, diagnostics and follow-up separately.
Ask for a healthcare quote
Describe the service and codes, ask for provider fees, insurer benefits, excess and annual maximum. “Covered” can mean partial refund. For scheduled procedures obtain informed financial consent. Check if referrals expire and if each specialist bills separately. Store invoices, receipts, referrals and reports.
Don’t put off an emergency because of the cost. Use the national number when it exists for non-urgent triage; in danger call emergency. After stabilization contact insurance. If an invoice is unmanageable, ask for itemisation, correction, payment plan and patient advocate instead of ignoring it.
Continuity and privacy
Choose a stable GP when possible and authorize record transfer. Please communicate if you prefer an interpreter; Don’t use a roommate for intimate information when a professional service is available. Ask how data is shared with the university, insurer or family. The educational provider must know only what is needed for accommodations or emergencies.
Personal emergency plan
Save emergency number, nurse line, insurer, campus security and trusted person. Record address and coordinates. Keep essential medications, allergy list and power bank. For mental health agree signals, contacts and safe place. Review the plan after moving house, phone or policy.
