Operational framework

In Ireland, citizenship, duration and form of the course determine different procedures. For an Italian the starting point is the EU right of free movement, without visa or ordinary immigration registration for the Italian citizen; for a non-EU student it is the entry visa when required, suitable course and registration of the permission at Immigration Service Delivery. The following sections separate the paths and indicate which evidence to keep.

Market and verification

Rule:Housing pressure makes it risky to pay before having verified the property, identity and right of the landlord or agent to collect.

What to do:Visit in person or through a trusted contact, verify data and IBAN with a second channel and refuse crypto, gift cards and artificial emergencies.

Operational verification:Link the “Market and Verify” rule to the current source, your personal category, and a dated proof; Note who can correct an error and by what deadline.

Tenancy or license

Rule:Your rights change if you have a tenancy, live with the owner as a licensee or occupy student-specific accommodation.

What to do:Identify the category before invoking RTB or notice periods; the name of the contract alone does not decide the reality.

Operational verification:Before closing «Tenancy or license», verify the identity of the institution or counterparty, complete document, competent territory and receipt. Don’t rely on a verbal response.

Contract and register

Rule:Demand written agreement with parties, address, duration, rent, deposit, utilities, inventory and withdrawal rules; many tenancies must be registered by the landlord at RTB.

What to do:Ask for confirmation of registration and keep the contract, announcements and payments.

Operational verification:Enter «Contract and Register» in the transfer calendar with initial event, deadline, variable cost and alternative plan if the document is rejected or delayed.

Deposit and advance rent

Rule:Deposit and advance must meet applicable limits and do not automatically become last month.

What to do:Pay with traceability, get a receipt and indicate the conditions and date of return.

Operational verification:Review «Deposit and advance rent» when address, course, duration, job or insurance change; retains the version of the official page consulted.

Nationwide rent control from 1 March 2026

Rule: Rent Pressure Zones ceased to exist on 1 March 2026. A nationwide system now covers private tenancies and Student Specific Accommodation. Different rent-setting rules apply depending on whether the tenancy began before or after that date; a landlord cannot use a no-fault termination simply to reset the next tenancy to market rent.

What to do: Identify the tenancy type and start date, obtain the previous rent and complete written notice, and check the current RTB rules and Rent Register. Do not accept an oral increase or a notice without the required comparisons and reasons.

Operational verification: Keep the agreement, notice, required comparable properties and evidence of the register search. Distinguish the initial rent setting from a later rent review.

Student Specific Accommodation

Rule: SSA tenancies and licences are within the RTB system but have special rules. The agreement should not exceed 41 weeks unless the student asks for longer. A provider normally cannot require more than one month’s deposit and one month’s rent in advance. SSA does not receive the same security-of-tenure protection as an ordinary private tenancy.

What to do: Confirm that the property is genuinely registered as SSA and that the individual room is registered. Do not confuse purpose-built or university SSA with an ordinary private room merely rented to a student.

Private tenancy, SSA or digs

Rule: The substance of the arrangement matters more than the word “licence”. A private tenancy normally grants exclusive occupation for rent and must be registered with RTB. SSA is also registered, with each room treated separately. Digs or rent-a-room accommodation in the owner’s home is normally outside RTB registration and dispute resolution.

Security of tenure from 1 March 2026

Rule: In many private tenancies, security of tenure can arise after six continuous months without a valid termination notice. Tenancies created from 1 March 2026 enter the new Tenancies of Minimum Duration framework. The rules do not apply in the same way to SSA, digs, short lets or accommodation linked to employment.

Minimum standards

Rule:The accommodation must comply with requirements on structure, heating, ventilation, safety and equipment.

What to do:Photograph mold, damp, alarms, counters and check-in defects and report them in writing.

Operational verification:Before closing «Minimum standards», verify the identity of the institution or counterparty, complete document, competent territory and receipt. Don’t rely on a verbal response.

Reparations and disputes

Rule:Landlord and tenant have distinct obligations; unilaterally withholding the rent can aggravate the position.

What to do:Notify, provide reasonable access and use RTB dispute resolution when applicable.

Operational verification:Enter «Repairs and Disputes» in the transfer calendar with initial event, deadline, variable cost and alternative plan if the document is rejected or delayed.

Exit

Rule:Notice, duration, Part 4 rights and refund of the deposit depend on the specific relationship and the cause.

What to do:Calculate notice, do inspection and final readings, return keys with receipt and provide contact information.

Operational verification:Review «Exit» when address, course, duration, job or insurance changes; retains the version of the official page consulted.

Due diligence before handing over money

Do a three-level check: person, property and contract. For the person, confirm agent or owner through registry, office or consistent documents; do not just use the number provided in the advert. For the property, compare address, visit, photographs and actual availability. For the contract, identify applicable law, parties, duration, rent, bond, utilities, exit and repair procedure. If one of the three levels doesn’t add up, don’t pay to “don’t miss out”.

Use traceable payments with reason and keep receipt. A bank transfer does not in itself prove that it was a bond, rent or fee: the reason and the agreement make it clear. Do not hand over cash without a receipt and do not use crypto, gift cards or transfers in a foreign name. Protect your passport and bank statement: a real estate scam can also become identity theft.

Tenancy diary

Maintain a timeline from announcement to bond repayment. Archive agreements, condition reports, original photographs, receipts, notices, repair requests and responses. By phone, he then sends an email: “I confirm today’s conversation…”. Photograph the damage in context and in detail, without changing metadata. Record when you allowed access and what was done.

If a dispute arises, separate facts from conclusions. Write the date, obligation, proof, consequence and remedy requested. Avoid insults or threats to stop paying. Use the local form and ask for support before a deadline. Continuing to meet undisputed obligations strengthens your position.

Exit checklist

Calculate notice and delivery date; agree inspection; photograph every room, meters and keys; close or transfer utilities; communicate forwarding address when appropriate. Ask for a final rent ledger and start the official bond procedure. Keep evidence after the transfer and don’t assume that silence closes the case: check the claims and terms of the tribunal.
