Bureaucratic pathway

Studielink admission → Housing → BRP registration (5 days) → BSN → (Non-EU) MVV/VVR → Annual renewal → After graduation (zoekjaar or work permit)

In the Netherlands the BSN (Burgerservicenummer) is the personal number linking civil registration, tax, healthcare and employment. Without valid municipal registration you cannot obtain a BSN, a full bank account or a regular employment contract.

Student checklist — where are you now?

  • Before travel (non-EU): Studielink admission, IND proof of funds (approx. €1,130.77/month for HBO/university in 2026), insurance accepted by the university, valid passport.
  • Before travel (EU/EEA): admission letter, housing plan, budget for insurance and rent deposit.
  • Day 0: keep university documents, rental contract or housing letter, insurance policy.
  • Within 5 working days: BRP appointment at the Gemeente (address registration) → receive BSN.
  • Non-EU: collect VVR (residence card) at IND desk if required by your pathway.
  • Before working: check whether TWV (UWV) is needed and basic insurance — see Work guide.
  • Each academic year: sufficient study progress, adequate funds, updated address for permit renewal.
  • Before graduation: consider zoekjaar (orientation year) or a job offer with employer sponsorship.

Erasmus+ and short exchanges (≤ 90 days)

  • EU on Erasmus mobility: usually entry with EU document; if stay in the Netherlands exceeds 90 days, BRP and BSN registration as for other EU students.
  • Non-EU short stay: check whether Schengen visa or specific permit is needed — depends on duration and nationality.
  • Documents: learning agreement, mobility insurance, housing, passport copy.

  3. Housing — Contract or university letter (very competitive market — see Housing).
  4. BRP registration — Within 5 working days at the Gemeente of the municipality where you live.
  5. BSN — Issued by municipality; required for bank, employer, DigiD.

Steps (typical pathway via university)

  1. Studielink admission — Unconditional or conditional acceptance from the university.
  2. IND financial proof — For HBO/university in 2026: €1,130.77/month (full year); many universities require a block of approx. €13,569 on a designated account and refund after arrival — follow only your institution’s instructions.
  3. Insurance — Policy meeting IND/university requirements (often international student insurance if not working yet).
  4. IND application — University submits the case; you send passport, criminal record, photos and required forms.
  5. MVV — If your nationality requires it, collect the visa sticker at Dutch embassy/consulate.
  6. Arrival and VVR — Within indicated deadlines, collect residence card (VVR) at IND desk or local procedure.
  7. BRP and BSN — Same municipal registration as EU students.

Documents (orientation checklist)

  • Valid passport (often ≥ 6 months beyond intended stay).
  • Admission letter and study plan.
  • Proof of funds (blocked account, scholarship, sponsor — per IND norm).
  • Health insurance valid for the entire period.
  • Housing (contract or university confirmation).
  • Criminal record certificate (if required) and biometric photos.
  • IND forms signed by university as sponsor.

After arrival: BRP, BSN, DigiD

  1. Book Gemeente appointment — Bring passport/permit, rental contract, university letter.
  2. Address registration — Every move: deregister old municipality + new registration within 5 days.
  3. BSN — Arrives by post or is given at municipality; keep it for all tax and healthcare procedures.
  4. DigiD — Digital identity for Belastingdienst, zorgtoeslag, MijnOverheid — requires BSN and often a Dutch phone number.
  5. Postal address — If in temporary housing, ask university for an address for official correspondence.

Permit renewal and study progress

  • Renewal: university confirms to IND that you remain enrolled.
  • Change of programme or university: notify IND and international office — new authorisation may be required.
  • Stopping studies: study permit no longer valid — leave within deadlines or change status.

After graduation: zoekjaar and work

  • Zoekjaar (orientation year): permit for graduates of recognised programmes to seek work or start a business — duration and requirements on IND.
  • Job offer: Dutch employer usually sponsors Highly Skilled Migrant or other category — dedicated IND minimum salary.
  • Departure: if you do not obtain a new permit, deregister BRP and respect VVR expiry date.
Expired permit or late registration
  • Late BRP: administrative penalties possible; contact gemeente immediately.
  • Expired permit: do not work; consult IND and international office — voluntary departure may reduce future consequences.
  • Emergency: 112 (general EU); does not resolve immigration issues.

University life — what to ask the international office

  • IND calendar: document collection dates, VVR appointment, renewal.
  • Blocked account: exact amount, IBAN, refund timing after BSN.
  • Accepted insurance: list of IND-compliant policies before arrival.
  • Letter for bank and rent: proof of enrollment for landlord.
  • TWV for internship/work: whether the university assists with UWV procedures.
Invalid address

Tourist hotel often does not allow BSN — registerable residential address required.

Quick reference

EU: BSN + registration. Non-EU: MVV/permit via IND with university sponsor. Housing act requires registration address — many ads exclude those who do not yet have a BSN.

Citizen service number (BSN)

Your BSN identifies you to municipalities, the tax office, insurers, and employers. You usually receive it when you register in the BRP at the gemeente.

BRP registration

You must report your address to the municipality; bring your lease, passport, and residence document if applicable.

DigiD

Digital login for Tax Administration, CAK, DUO, and many local services—activate it only through official channels.
