Operational framework
In Sweden, citizenship, duration and form of the course determine different procedures. For an Italian the starting point is the EU right of residence as a student, distinct from the registry registration at Skatteverket; for a non-EU student it is the residence permit for higher studies issued by Migrationsverket before entry when requested. The following sections separate the paths and indicate which evidence to keep.
EU law
Rule:An Italian does not ask for a residence permit: he has the right of residence if he is registered and has sufficient means and health coverage.
What to do:Maintain admission, proof of funds and EHIC or insurance; reevaluate the basis if you interrupt your studies or start working steadily.
Operational verification:Link the rule «EU law» to the current source, your personal category and a dated proof; Note who can correct an error and by what deadline.
Folkbokföring
Rule:Skatteverket decides on population registration when a stay of at least one year is expected and identity, address and right of residence are proven.
What to do:Send Moving to Sweden and complete the identity check; do not promise a personnummer before the decision.
Operational verification:Before closing «Folkbokföring», check the identity of the institution or counterparty, complete document, competent territory and receipt. Don’t rely on a verbal response.
Person number
Rule:The personal identity number was born from folkbokföring and facilitates healthcare, banking and services, but does not create EU law.
What to do:Protect it and correct your address or personal details immediately.
Operational verification:Enter «Personnummer» in the transfer calendar with initial event, deadline, variable cost and alternative plan if the document is rejected or delayed.
Samordningsnummer
Rule:Anyone who is not folkbokförd can receive a coordination number when an institution needs it; functionality and practical acceptance are more limited.
What to do:Don’t buy services that promise the number: it must start from a real administrative basis.
Operational verification:Review «Samordningsnummer» when address, course, duration, job or insurance change; retains the version of the official page consulted.
Extra-EU
Rule:The third country student normally must obtain the residence permit before the trip, with a passport, full-time admission in presence and paid tuition.
What to do:Wait for the decision and, if necessary, the residence permit card before entering.
Operational verification:Link the “Extra-EU” rule to the current source, your personal category and a dated proof; Note who can correct an error and by what deadline.
2026 funds
Rule:For 2026 applications Migrationsverket publishes a monthly maintenance requirement and rules on own account, grants, eligible sponsors, free food and accommodation.
What to do:Use the current amount on the portal and document availability for the entire period, without temporarily loaned funds.
Operational verification:Before closing «Fondi 2026», verify the identity of the institution or counterparty, complete document, competent territory and receipt. Don’t rely on a verbal response.
Insurance
Rule:For studies lasting less than one year, the non-EU student must have comprehensive health insurance; for at least a year he normally proceeds towards folkbokföring.
What to do:Check actual duration, dates and required coverage, including medical repatriation.
Operational verification:Enter «Insurance» in the transfer calendar with initial event, deadline, variable cost and alternative plan if the document is rejected or delayed.
Renewal and address
Rule:Progress, funding, tuition, insurance and timely application impact renewal; for permits subject to the rules from June 2026 the address must also be notified to Migrationsverket.
What to do:Keep transcript, payment, house contract and proof of each notification.

2026 funds, final admission and identity route
For applications made in 2026, maintenance is at least SEK 10,656 per month. It can be reduced by SEK 2,960 for free food and SEK 4,736 for free housing supplied by the institution or a recognised exchange organisation. Private relatives are not accepted as sponsors: their money must be transferred to an accessible account in the student’s name. A job offer is insufficient; employment income needs a certificate and payslips.
Thirty credits per semester normally constitutes full-time higher education. Distance learning does not qualify. Where tuition is due, admission is final only after the institution reports payment. A permit cannot outlast the passport. For studies under one year, comprehensive insurance must cover the whole stay, medical and emergency care, hospital, emergency dental care and medical repatriation.
If the planned stay is at least one year, notify Moving to Sweden and attend the identity check; population registration produces personnummer but is separate from the permit. A person not eligible for registration may request a coordination number for a qualified need. If later population-registered, it is replaced by personnummer.
How to manage a practice without losing control
Treat each application as an evidentiary file. Create an index with requirement, document, issuing authority, date, translation and page. Before sending, compare your passport, form, CV, offer/CoE and previous entries: names, dates and activities must tell the same story. If an answer does not fit the field, attach a numbered note that specifically addresses the question. Don’t upload dozens of files without explanation or rename a document in a deceptive way.
Keep an immutable copy of the submitted package and a separate working folder. Record receipt, application number, deadlines and messages. Communications often arrive in the portal before the email; check it regularly. A request for information should not be construed as a refusal, but the response must be complete, timely and to the point. If you can’t get a document, demonstrate attempts and ask for instructions - don’t invent substitutes.
When you really need a professional
A standard, documented case can be handled by reading the official instructions. Seek regulated advice when you have refusals or cancellations, unlawful status, criminal record, relevant medical conditions, complex family members, incorrect information already submitted, material change of route or imminent deadlines. Verify license and identity in the official register, sign a written engagement with scope, fees and document management and pay on a verified professional account.
Ask the advisor to distinguish law, policy, practice and your risk assessment. No one can guarantee concession or timing. Maintain access to the portal and receive a copy of every communication. If a strategy requires omitting a fact, creating a relationship or showing money that isn’t actually available, stop: the risk of false information can outweigh the problem you wanted to hide.
Final check before each shipment
Reread the question as a decision maker who doesn’t know you. Check validity of passport, quality of scans, translations, signature, payment and deadline time zone. Check that links and contacts are official, that the card allows the operation and that the receipt is saved. After submitting, do not change your life based solely on the expectation of approval: maintain existing status, registration, insurance and conditions until a new decision produces effects.
