Operational framework

In Sweden, citizenship, duration and form of the course determine different procedures. For an Italian the starting point is the EU right of residence as a student, distinct from the registry registration at Skatteverket; for a non-EU student it is the residence permit for higher studies issued by Migrationsverket before entry when requested. The following sections separate the paths and indicate which evidence to keep.

TEAM

Rule:The temporary EU student uses TEAM for care needed in the public system under local conditions; The card does not cover private or repatriation.

Short studies outside the EU

Rule:Comprehensive insurance is normally required for less than a year and public access can be at full cost.

What to do:Check certificate, limits, direct billing and repatriation before entry.

Operational verification:Enter «Non-EU short studies» in the transfer calendar with starting event, deadline, variable cost and alternative plan if the document is rejected or delayed.

1177

Rule:1177 offers information and triage; vårdcentral handles primary care, while 112 remains for emergencies.

What to do:Save the correct region and use the indicated channels for non-urgent symptoms.

Patient fees

Rule:Regions, age and service affect the fees; high-cost protection operates according to registration of eligible expenses.

What to do:Ask for receipts and keep records of payments.

Medicines

Rule:E-prescription and subsidy system depend on identification and recognized prescription.

Mental health

Rule:Vårdcentral, regional psychiatry and student health have different skills and times.

What to do:Contact first level early and use 112 or crisis services for immediate risk.

Work accident

Rule:The clinical path, reporting to the employer and collective insurance are distinct steps.

What to do:Document event, witnesses, medical records and anmälan without waiting for the paycheck.

Four healthcare positions to distinguish

An Italian/EU student not population-registered and still insured at home presents EHIC for necessary public-system care and pays the Swedish patient fee. EHIC does not grant Försäkringskassan cash benefits or cover private care and repatriation.

A population-registered student normally receives care at regional fees, but population registration and eligibility for social-insurance benefits are separate decisions. Work during studies can create work-based coverage; report the facts to Försäkringskassan and the home institution because EU coverage is not freely selectable.

A non-EU student on a programme of at least one year normally proceeds toward population registration. For less than one year, comprehensive insurance is required for the full stay. Without registration or a healthcare agreement, care that cannot wait remains available but is often charged at full cost.

Choose a vårdcentral, call 1177 for guidance and 112 for emergencies. Patient fees and high-cost protection depend on service/region; keep receipts. Dental care is separate. For continuing medicines, carry an active-ingredient letter and check controlled imports with Läkemedelsverket and Tullverket.

Health record for the transfer

Prepare a summary in English with diagnoses, interventions, allergies, vaccines, medications by active ingredient/dose and doctor’s contact details. Bring prescriptions and allowable quantities in original packaging. Keep an encrypted copy and an essential version accessible in an emergency. For ongoing therapies, identify a GP and book before stocks run out.

Contact insurer in advance for pre-existing conditions, waiting periods and pre-authorisation. Ask for written responses with policy clause and claim number. A business letter from the provider does not replace wording. If a treatment is important, check the doctor, facility, medication, diagnostics and follow-up separately.

Ask for a healthcare quote

Describe the service and codes, ask for provider fees, insurer benefits, excess and annual maximum. “Covered” can mean partial refund. For scheduled procedures obtain informed financial consent. Check if referrals expire and if each specialist bills separately. Store invoices, receipts, referrals and reports.

Don’t put off an emergency because of the cost. Use the national number when it exists for non-urgent triage; in danger call emergency. After stabilization contact insurance. If an invoice is unmanageable, ask for itemisation, correction, payment plan and patient advocate instead of ignoring it.

Continuity and privacy

Choose a stable GP when possible and authorize record transfer. Please communicate if you prefer an interpreter; Don’t use a roommate for intimate information when a professional service is available. Ask how data is shared with the university, insurer or family. The educational provider must know only what is needed for accommodations or emergencies.

Personal emergency plan

Save emergency number, nurse line, insurer, campus security and trusted person. Record address and coordinates. Keep essential medications, allergy list and power bank. For mental health agree signals, contacts and safe place. Review the plan after moving house, phone or policy.
