Information guide for international students, not individual legal, tax or medical advice. The rules depend on citizenship, course and visa conditions: before paying or submitting an application, always check the updated text of the indicated authority.
OSHC: migration obligation, not full coverage
Overseas Student Health Cover must normally be maintained for the relevant period of the student stay. Check dates, people included and continuity if you change provider. Basic cover may contribute to GP, some hospital care, ambulance and limited medicines, but deductibles, waiting periods, “gaps” and limits change. Dentist, glasses and physiotherapy are often excluded except for extras.
Use the system without surprises
For non-urgent problems, book a GP and ask for first rate, direct billing and OSHC reimbursement. “Bulk billing” concerns Medicare and does not guarantee zero cost for an international student. For specialists and imaging ask for referral, quote and policy authorization. Keep receipts and clinical notes useful for the claim.
Emergencies and ambulance
For emergencies call000. Ambulance rules and costs change between states; Don’t assume it’s free. Check what OSHC includes and use nurse line, after-hours GP or urgent care for non-life-threatening situations. Chest pain, difficulty breathing, severe trauma, or suicidal risk require immediate care.
Drugs, mental health and prevention
Bring medications in the original packaging with prescription/letter in English and check Biosecurity and Therapeutic Goods Administration before travel. Registers allergies and active ingredients, not just the Italian brand. The university can offer brief counseling, but it does not replace ongoing care: ask the OSHC network, referrals and limits. Sun protection, hydration and heat/fire warnings are part of Australian prevention.
Mutual agreements
Some nationalities may have limited access to Medicare through reciprocal agreements; requirements, duration and exclusions should be verified with Services Australia. Any access does not automatically cancel the OSHC visa requirement.

Choose the OSHC
Compare not only the premium, but waiting periods, benefits for MBS items, hospital agreement network, pharmaceuticals, ambulance and claim process. Single, couple and family cover are not equivalent. If the provider organizes a policy you can choose another approved insurer, but dates and requirements must match. Don’t leave gaps when you extend your visa.
Gap fees and MBS
Your doctor’s fee may exceed the Medicare Benefits Schedule used by your policy - you are responsible for the difference. Ask about fees and benefits before your visit and look for direct billing providers. For non-urgent pathologies, start from the GP; going to the emergency department without an emergency can create waiting and costs.
Hospitalization and specialists
Before scheduled procedures call insurer with item numbers, hospital and doctor. Check accommodation, theatre, prostheses and specialist gaps separately. A pre-approval does not guarantee every entry. Bring your insurance policy and identity, ask for informed financial consent and keep the discharge summary.
Prescriptions and medications
OSHC contributes only within rules and ceilings; some expensive drugs remain largely private. Ask for generic alternatives and detailed receipt. For personal import check Traveler’s Exemption and controlled substances. Do not send medicines without checking TGA and Border Force.
Dentist, vision and physiotherapy
The OSHC base often does not cover extras. Ask for a written quote, necessary x-rays and staged treatment. Campus clinic or dental school may have different rates. An extras product has annual limits and waiting periods: don’t buy it after onset expecting immediate coverage.
Mental health
Contact campus counseling early and check out sessions included. For continuity use GP mental health pathway and insurer network according to eligibility. Lifeline 13 11 14 and Beyond Blue offer support; in danger call 000. Have a safety plan and local trusted contact.
Sexual health and prevention
Sexual health clinics offer tests and counseling with variable costs; ask for privacy and billing. Vaccines required for healthcare placements must be planned months in advance. Protect translated vaccination records. For sexual assault he seeks specialist state service and university support without waiting to decide on a complaint.
Reciprocal Medicare for Italians
The Australia-Italy agreement may give eligible Italian citizens limited access to medically necessary care during the covered period, subject to registration and documents. It does not cover everything and does not replace the OSHC obligation. Check duration, benefits and proof of residence directly with Services Australia, because travel, status and dates have an impact.
Practical case manual
These scenarios do not replace an individual assessment: they serve to recognize the problem, stop the risky action and identify the next control.
- Case 1— The GP does not do direct billing: ask for itemised receipt and claim insurer; compare benefits before your next visit.
- Case 2— Need a specialist: get referrals, provider numbers, item numbers and quotas; ask how much is left after OSHC.
- Case 3— Go to a private hospital: check agreement and authorization. Doctor, anesthetist and hospital can bill separately.
- Case 4— You have a pre-existing condition: read the definition and waiting period; do not suspend therapy while insurer evaluates.
- Case 5— Italian drugs run out: bring documents to the local GP soon; Don’t wait for the last dose or order from random sites.
- Case 6— You have dental pain: ask for triage and estimate; basic OSHC does not normally cover routine dental.
- Case 7— You suffer an injury at work: inform your doctor and employer, because workers compensation and OSHC can coordinate.
- Case 8— Non-urgent ambulance: call healthdirect and insurer when safe; in emergency use 000 without delaying for the cost.
- Case 9— Mental crisis: 000 in danger, Lifeline for support and campus/GP for continuity. Don’t just manage insurance.
- Case 10— Travel outside Australia: OSHC is not automatically travel insurance; check care, luggage and repatriation separately.
- Case 11— Cambi insurer: coordinates transfer certificates and dates to avoid gaps or improper resetting of waiting periods.
- Case 12— You are Italian and you value Medicare: bring your passport, visa and proof required; confirms performance and duration in writing.
Health record for the transfer
Prepare a summary in English with diagnoses, interventions, allergies, vaccines, medications by active ingredient/dose and doctor’s contact details. Bring prescriptions and allowable quantities in original packaging. Keep an encrypted copy and an essential version accessible in an emergency. For ongoing therapies, identify a GP and book before stocks run out.
Contact insurer in advance for pre-existing conditions, waiting periods and pre-authorisation. Ask for written responses with policy clause and claim number. A business letter from the provider does not replace wording. If a treatment is important, check the doctor, facility, medication, diagnostics and follow-up separately.
Ask for a healthcare quote
Describe the service and codes, ask for provider fees, insurer benefits, excess and annual maximum. “Covered” can mean partial refund. For scheduled procedures obtain informed financial consent. Check if referrals expire and if each specialist bills separately. Store invoices, receipts, referrals and reports.
Don’t put off an emergency because of the cost. Use the national number when it exists for non-urgent triage; in danger call emergency. After stabilization contact insurance. If an invoice is unmanageable, ask for itemisation, correction, payment plan and patient advocate instead of ignoring it.
Continuity and privacy
Choose a stable GP when possible and authorize record transfer. Please communicate if you prefer an interpreter; Don’t use a roommate for intimate information when a professional service is available. Ask how data is shared with the university, insurer or family. The educational provider must know only what is needed for accommodations or emergencies.
Personal emergency plan
Save emergency number, nurse line, insurer, campus security and trusted person. Record address and coordinates. Keep essential medications, allergy list and power bank. For mental health agree signals, contacts and safe place. Review the plan after moving house, phone or policy.
